[Air Compressor Governor] Where do I find it on a 1984 Eagle 10 6v92 turbo? Do I get at it from under the floor panels or from the back of the bus? Do I need all of the air out of the system before removing? Thanks for any tips.

It is under the floor panels. The air compressor is on top of backside of the engine which faces the front of the bus.  Huh  Sounds confusing but the engine is mounted backwards.  Wink The governor is mounted on the compressor right in reach after you remove the floor.
